• Tenders are invited for Consultancy Services-Assessment on Identifications of Persons with Disabilities including Barriers & Facilitators and Socio-Economic Conditions. Back ground and CONTEXT OF THE INTERVENTION IN KACHIN Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities. In emergency, Hl's mandate widens to target the most vulnerable groups within any population taking gender inequities into account - from isolated rural communities, to people with disabilities, to excluded minority groups - to ensure their equal access to appropriate relief aid. HI reopened its mission in Myanmar in 2013 after a short-term intervention during Nargis Cyclone in 2008. Since then, HI has expanded its activities promoting inclusion and responding to the needs of persons with disabilities, including landmines victims, in Ayeyarwaddy, Mandalay, Yangon, East Bago Regions as well as in Kayin, Rakhine and Kachin States. HI has signed a MoU with both the Ministry of Social Welfare and the Ministry of Health and Sport. HI has five offices, the main one in Yangon and bases in Hpa-an covering the South East, Myitkyina for Kachin and one in MaeSot and one in Sittwe for Rakhine project. HI-s programme strategy is built around 3 pillars: 1/ Armed Violence Reduction (AVR) including Victim Assistance and community-based Risk Education; 2/ Inclusion with projects covering: support to Disabled People Organisations and promotion of Rights; inclusive Disaster Risk Reduction, Growing Together; Disaster Safe Hospital Initiative; inclusive livelihood; 3/ Health and Rehabilitation with project covering psychosocial and physical rehabilitation 2 HI started intervening in Kachin in November 2017 with activities targeting people with disabilities living in IDPs camps fleeing the conflict areas. HI has objectives of promoting disability inclusion in humanitarian assistance while also providing direct assistance to persons with disabilities in Myitkyina, Waingmaw, Moemauk townships,Kachin State. Currently, HI has been implementing a project entitled: “Multisectoral Support to improve resilience and living conditions of the most vulnerable Persons with Disabilities in Kachin State”” in 17 IDP camps and 1 host community in existing and new intervention areas located in Myitkyina, Waing Maw and Moemauk township , in partnership with KDG with the funding of MHF. The project aims : 1)to support the persons with disabilities and their caregivers to improve their emotional and physical wellbeing by providing physical and functional rehabilitation services , MHPSS counselling session 2) to improve the awareness and information on needs of persons with disabilities by disseminating IEC materials and conducting sensitization sessions in community level , providing technical support to others actors in KACHIN on disabilities mainstreaming 3) to improve health of persons with disabilities in targeted camps and host communities by providing health referral services support 4) to cover the immediate foods needs of the vulnerable households with persons with disabilities affected by crisis . To achieve above stated outcomes, HI is looking for an consultant to conduct needs assessment of targeted populations on identification of Persons with Disabilities, including Barriers & Facilitators and Socio-economic conditions which will be carried out in Waingmaw and Moemauk townships at project intervention IDP camps and host communities.
