  • Tenders are invited for Proposal Writing Consultancy. The Myanmar Thailand (MyTh) program involves all Humanity &Inclusion (HII-s) pillars of intervention (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy. In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in 5 camps and Risk Education (RE), implemented in 9 camps. HI's first activities in Myanmar were in the frame of the Cyclone Nargis's response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI reopened a mission in Myanmar in 2014 and signed a Memorandum of Understanding (MoU) with the Ministry of Social Welfare in September 2015. In 2017, a MOU with the Ministry of Health and Sport was also signed to cover activities under health sector. HI in Myanmar covers its entire mandate from emergency to development and going through Armed Violence Reduction (Humanitarian Mine Action). HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR). HI-s strategy is based on 3 operational priorities as follows: โ€ข Pillar 1 - Armed Violence Reduction: Mine risk Education and Land Release โ€ข Pillar 2 -Inclusion: Disability Social Inclusion; Support to Civil Society, inclusive Disaster Risk Reduction, Livelihoods โ€ข Pillar 3 - Health and Rehabilitation: Emergency Hospitals Preparedness; Mother and Child Health; Functional rehabilitation; Mental health and Psychosocial support. HI MyTh has five areas of implementation: one in urban areas (offices in Yangon & Mandalay), one in South East (East Bago Region and Kayin State, area office located in Hpa-An), one in Kachin State (offices in Myitkyina and Bhamo), one in Rakhine (office in Sittwe), and one in Mae Sot (Thailand). II - OBJECTIVE(S) OF THE MISSION General objective: To develop a full proposal for the HIP ECHO 2022 Call for Proposal for the HI intervention areas of Rakhine, Kachin and the South-East; in collaboration with various local partners and HI staff (Field and or with Headquarter). Specific objectives: ยท To participate in HI internal discussions (with field/HQ)leading to the definition of the Strategic Approach ยท To participate in discussions with existing and potential partners and if necessary, with donor ยท To develop a detailed retro planning in liaison with HI responsible person ยท To coordinate the development of the different parts of the proposal ยท To develop short CN if required by the donor ยท To revise/update the current HI ECHO proposal (including including additional activities as identified), log frame and annexes as outlined by the donor requirements ยท To address/modify/revise proposal documents based on the feedbacks received by donor, partners and HI ยท To collect and combine necessary annexes, reports and other donor-s required documents ยท To abide to the rules and procedures of the donor for the Proposal writing III - MAIN ACTIVITIES PLANNED Before the mission: Documents to be read for preparing the mission: ยท General desk review of relevant thematic and geographic documents to enhance comprehension of the current context and stakeholders (Who does what where?) ยท HIP ECHO 2022 Call for Proposal documents ยท Secondary data on Victim Assistance and incidents in Rakhine, Kachin and the South-East ยท Current HIP ECHO full proposal ยท Relevant activity reports of current activities related to ECHO and MoFA Luxemburg Emergency NFI Project ยท Other Relevant HI technical documents Persons to meet or to talk to including but not limited to: ยท Sandrine (OpCo), Michael (Area Manager Kachin), Adil (Area Manager Rakhine), Jerome (PD), Sabina (TUM) Julien (Mine Action Technical Specialist), Elke (VA Specialist), Phoo Pwint (Grant Manager), Aster (Finance Manager), Ludovic (Support Service Coordinator), Ball Law Ram (MEAL Manager), Ruma (MHPSS Specialist), Krishno (Disability Inclusion Specialist, Analia (Protection Specialist), Lobke (Rehab Specialist), HQ Livelihood Specialist, representatives from partner organisations and other key interlocutors During the mission: ยท Effectively liaise and work with the operational and technical team members at programme and HQ level ยท Ensure the proposal fulfils the donor-s criteria ยท Liaise and work with HI Focal persons Responsible for this call for proposal ยท Ensure that the proposed approach adheres to the HI technical standards and quality framework, and ethical lines ยท Remain available for discussions and adjustments until the date of submission and after submission for donors- feedbacks Note: The above-mentioned activities to be performed are intended as a guide and should not be viewed as an inflexible specification as it may be modified following discussion with the selected consultant.
